DETAILED RULES OF IMPLEMENTATION OF THE BEIJING CUSTOMS CONCERNING THE SUPERVISION AND CONTROL OF THE IMPORT AND EXPORT OF ARTICLES BY FOREIGN DIPLOMATIC MISSIONS AND THEIR MEMBERS IN CHIAN

Article 1  The present Detailed Rules are formulated in accordance with the Regulations of the General Administration of Customs of the People's Republic of China on the Import and Export of Articles by Foreign Diplomatic Missions and Their Members in China.
Article 2  The Diplomatic Missions and their members shall declare to the Beijing Customs in writing their articles for official or private use taken into or out of China by consignment or mail at ports of the Beijing Customs Region and complete the procedures for inspection and declaration directly at the Customs ports of entry or exit by presenting the document of import or export
declaration issued by the Beijing Customs.
Article 3  For articles imported by the Diplomatic Missions and their members for official or private use, if their port of entry is outside the Beijing Customs Region, upon their arrival, the Diplomatic Missions and their members should entrust and agent company providing customs clear
ance, package and transport services ( hereinafter referred to as the Agent) that is approved by competent authorities and listed by the Beijing Customs to approach the Non-trading Goods Control Center of the Beijing Customs (hereinafter referred to as the Customs Center ) for the issuance of the notice of request for transit procedures, bringing with it the original Bill of Lading (B/L), cargo arrival notice or reminder of arrival notice and other relevant documents.
Article 4  The Agent shall transfer the articles from the Customs at the port of entry to the Customs Center with the Notice of Request for Transit Procedures, B/L and other relevant documents.
Article 5  The Agent shall have the transferred articles stored in the Customs Center's warehouses and obtain a Warehouse Admission Notice from the Customs Center.
Article 6 The Diplomatic Missions and their members shall complete the procedures of import clearance at the Beijing Customs, bringing with them the Warehouse Admission Notice, the Declaration Form of Articles for Official r Private Use Imported or Exported by Foreign Diplomatic and Consular Missions (hereinafter referred to as the Declaration Form ) and other relevant documents. They shall then complete the procedures for the release of the articles at the Customs Center with the document of import clearance issued by the Beijing Customs.
Article 7  Before consigning the articles for official or private use to places outside China by the Diplomatic Missions and their members, the owner shall complete the procedures of export clearance at the Beijing Customs, bringing with him the Declaration Form, package list and other relevant documents.
Article 8  Upon completing the procedures of export clearance for the articles, the Diplomatic Missions and their members should, if the port of exit is outside the Beijing Customs Region, entrust the Agent to have the articles stored in the Customs Center's warehouses by presenting the document of export clearance by the Beijing Customs.
Article 9  The Agent shall complete the procedures for the release of the articles at the Customs Center after chartering or space-booking.
Article 10  The import, export, transfer and sale of motor vehicles by the Diplomatic Missions and their members shall be governed by the Rules of the Beijing Customs Concerning the Supervision and Control of the Import and Export of Motor Vehicles by Foreign Diplomatic Missions and Their Members in China. Pending the completion of Customs procedures, the vehicles to be sold by the Diplomatic Missions and their members to the designated buyers should be stored in designated motor vehicle warehouses of the Customs Center.
Article 11  The purchase of articles for official or private use and motor vehicles by the Diplomatic Missions and their members in the bounded areas shall be handled in accordance with present Rules.
Article 12  The export and import of articles for official or private use by other foreign agencies and personnel in China which under the Regulations of the People's Republic of China on Diplomatic Privileges and Immunities shall be handled in accordance with the present Rules.
Article 13  The present Rules shall enter into force on 1 December 1996.
